Topic of the year 2019:

“Connecting People Building the Future”:

The slogan chosen for APEC Chile 2019 was “Connecting People, Building the Future”, seeking to highlight the commitment that the year will be centred on people and the critical role that these may play in its success. Along with this topic, APEC Chile was designed “from the people and to the people”, where its priorities and deliverables keep the citizens in mind, especially those who until now have not necessarily benefited from APEC work.

4 APEC 2019 Priorities:

It is aimed at equipping our societies with tools and abilities that ensure greater participation in digital economy, promoting inclusive trade, investment, connectivity and economic growth for the benefit of all our people.

It sought to facilitate unobstructed flow of goods, services, capitals, people and technology and knowledge among APEC economies and the rest of the world. The Forum's work agenda under this priority was focused on trade facilitation, achieving concrete results, such as the endorsement of a Framework of Work to Promote Global Value Chains in the Digital Era; an Action Plan for the Interoperability of Single Windows that pretends to launch a pilot programme with several APEC economies in the 2021, as well as other initiatives on good regulatory practices, authorized economic operators and customs transit.

Chile raised the topic “women” to the level of a priority for the first time in the thirty years of the Forum, which was not only unprecedented, but also generated unanimous support and was recognised as one of the biggest contributions of Chile to the work agenda of the Forum. The objective was to encourage economic and social inclusion of those groups that have not benefited to the same extend as the whole society by the economic progress of the last decade, with special focus on economic empowerment of women and the promotion of SMEs. Under this priority, Chile led work centred on the protection of our natural sea resources and prevention of damages to the maritime environment. Specifically, Chile led and achieved the approval of two Roadmaps that seek to avoid the creation of marine debris and improve their management, and, on the other hand, fight practices that distort international trade in fishing areas by illegal, unreported, and unregulated fishing. Such as in the previous case, the most important deliverables under this priority were the endorsement at Ministerial level of the Roadmaps on Marine Debris and on Combatting Illegal, Unreported a and Unregulated Fishing..

Legacy of APEC Chile 2019

Chile has hosted APEC twice, in the year 2004 (when Forum turned fifteen) and 2019 (on the 30th anniversary); both instances contributed to creating an image of Chile as a trustworthy and ingenious economy with leadership capacity. Our host year “APEC Chile 2019” was characterized by focusing the work of the Forum on the people, in direct benefit for the inhabitants of the Asia-Pacific region and its quality of life. An example of this is the slogan “Connecting people, Building the Future” and the definition of the four priorities of the year. In 2019, 254 meetings and 149 activities were held in twenty-three cities throughout Chile – receiving more than 8,400 participants -, in cities such as: Santiago, Viña del Mar, Puerto Varas, Copiapó, Concepción and La Serena, among others.

 

Fifty-eight Chilean initiatives were achieved, including five endorsed ministerial declarations, highlighting the Declaration of Ministers Responsible for Trade, and the approval of three Roadmaps that address key and relevant topics for the promotion of inclusive and sustainable growth.

A document where he states his thoughts about APEC Chile 2019, summarising the main achievements under the priorities of the year and bolstering our commitment to advance more inclusive and sustainable growth in benefit of all sectors of the population.

Central pillar of APEC Chile 2019 that sought to return the Forum to its original essence, strengthening its collaborative, non-binding, and consensus-based nature, which contributed to the achievement of the most important results during our year as host, including a comprehensive Trade Ministers Declaration for the first time since 2015. This approach is an important part of the legacy of Chile in APEC, which was appreciated and recognised by the economies.
Following the idea of putting people at the center of the discussion, a strategy was defined to bring APEC to the citizens and show the cultural wealth of Chile to delegates of the Forum and other foreign guests. In this context, a total of 32 APEC Citizens were held. International experts, which were present in the diverse official activities of the Forum, were invited to share their knowledge through workshops and presentations open to the public, generating a big impact in different cities across Chile, such as Iquique, Valparaíso, Osorno, Temuco, Ancud, Coyhaique and Punta Arenas. Regional governments, civil society, media outlets, the private sector and, above all, the academy were actively involved.
